BACKGROUND AND PURPOSE

 

Interested parties report that certain county commissioners courts have expressed interest in implementing a volunteer program for the county's offices and departments to provide valuable experience for volunteers as well as opportunities to perform civic, charitable, or humanitarian services while assisting in county operations. H.B. 3470 seeks to facilitate the implementation of such a program by authorizing a county commissioners court to accept donations of labor or services.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3470 amends the Local Government Code to include a donation of labor or services among the donations and bequests a county commissioners court may accept on behalf of the county for the purpose of performing a function conferred by law on the county or county officer.

September 1, 2017.
