BACKGROUND AND PURPOSE
Interested parties contend that certain entities related to agriculture and bioenergy are inactive and are no longer needed to carry out the mission for which they were originally created. C.S.H.B. 3582 seeks to abolish these entities.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 3582 abolishes the Agriculture Policy Board, the Texas Bioenergy Policy Council, and the Texas Bioenergy Research Committee and requires the Department of Agriculture to take custody of any property, records, or other assets, including unspent and unobligated appropriations, of an entity abolished by the bill.
C.S.H.B. 3582 repeals the following provisions of the Agriculture Code: · Section 2.004 · Chapter 50D
