BACKGROUND AND PURPOSE

 

According to interested parties, the Texas aviation advisory committee, which provides input to the Texas Department of Transportation on its aviation development programs, would operate more efficiently with flexibility in determining the number of members on the committee as necessary. H.B. 3591 seeks to address this issue by requiring Texas Transportation Commission by rule to determine the number of members of the aviation advisory committee, provided that the committee must be composed of at least six members.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that rulemaking authority is expressly granted to the Texas Transportation Commission in SECTION 1 of this bill.

 

ANALYSIS

 

H.B. 3591 amends the Transportation Code to require the Texas Transportation Commission by rule to determine the number of members of the aviation advisory committee, provided that the committee must be composed of at least six members. The bill requires the commission to adopt the required rules not later than September 1, 2018.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
