AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The Texas Transportation Commission is required to adopt a sign manual for state highways which includes specifications for a uniform system of traffic-control devices. For example, the blue signs along state highways help inform drivers about nearby gas stations, restaurants, hotels, camping sites, and other locations relevant to travelers.

 

While known as a strong oil and gas state, Texas also is a national leader in alternative fuels. To inform motorists of the location of facilities providing alternative fuels, H.B. 3679 would allow alternative fuel stations to be included on highway signs along with traditional gas stations. This would include compressed natural gas, liquefied natural gas, hydrogen, propane, and electric vehicle charging stations.

 

H.B. 3679 amends current law relating to signs informing motorists of facilities providing alternative fuels and electric vehicle charging stations.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Chapter 544, Transportation Code, by adding Section 544.014, as follows:

 

Sec. 544.014. ALTERNATIVE FUELS SIGNS. Requires that the manual and specifications adopted under Section 544.001 (Adoption of Sign Manual for State Highways) provide for signs informing motorists of the location of facilities providing alternative fuels, including compressed natural gas, liquefied natural gas, hydrogen, and propane, and electric vehicle charging stations.

 

SECTION 2. Effective date: September 1, 2017.
