BACKGROUND AND PURPOSE

 

Interested parties contend that increasing the length of a term of a director elected to the board of directors of the Palo Pinto County Hospital District would ensure greater familiarity with district-related issues and result in a more effective and knowledgeable board. The aim of H.B. 3783 is to increase those term lengths.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3783 amends the Special District Local Laws Code to increase from two years to three years the length of a term of a director elected to the board of directors of the Palo Pinto County Hospital District in the absence of four-year terms being established under Health and Safety Code provisions regarding hospital district governing board member terms. The bill removes the specified dates on which the directors' elections are held and provides for the transition to the new term length.
