BACKGROUND AND PURPOSE

 

According to interested parties, a person holding an esthetician specialty license may receive training in performing certain services relating to the practice of cosmetology, but may not be authorized to perform some of those services. H.B. 3905 seeks to address this situation by clarifying that a person holding an esthetician specialty license is authorized to perform certain services.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3905 amends the Occupations Code to include among the services a person holding an esthetician specialty license may perform massaging, cleansing, treating, or beautifying a person's hands or feet and cleansing, stimulating, or treating a person's back.

 

EFFECTIVE DATE

 

September 1, 2017.
