BACKGROUND AND PURPOSE

 

Interested parties suggest that more avenues should be available to update registration information with the voter registrar. H.B. 4034 seeks to address this issue by providing for the update of a voter's information using information provided on a federal postcard application or an application for an early voting ballot.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4034 amends the Election Code to require the early voting clerk to notify the voter registrar if an applicant provides a date of birth, driver's license number, or social security number on the applicant's application for an early voting ballot to be voted by mail or the applicant's federal postcard application that is different from or in addition to the information maintained by the voter registrar in accordance with applicable state law. The bill requires the voter registrar to update the voter's record with the information provided by the applicant.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
