Special Purpose Districts

Committee Report (Unamended)

BACKGROUND AND PURPOSE

Interested parties contend that the Aliana Management District in Fort Bend County should have the authority to compensate each of the district's directors. H.B. 4289 seeks to provide the district with that authority.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 4289 amends the Special District Local Laws Code to authorize the Aliana Management District to compensate each director of the district's board of directors in an amount not to exceed $150 for each board meeting and to cap the total amount of compensation for each director in one year at $7,200. The bill entitles a director to reimbursement for necessary and reasonable expenses incurred in carrying out board duties and responsibilities.
