BACKGROUND AND PURPOSE
Interested parties note the ongoing need for the Cancer Prevention and Research Institute of Texas (CPRIT) to create and expedite innovation in the area of cancer research. S.B. 224 seeks to postpone the date on which CPRIT is abolished and the date after which money may not be awarded for such purposes.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 224 amends the Health and Safety Code to postpone from September 1, 2021, to September 1, 2023, the date on which the Cancer Prevention and Research Institute of Texas (CPRIT) is abolished and statutory provisions governing CPRIT expire unless continued in existence under the Texas Sunset Act. The bill postpones the date after which the Cancer Prevention and Research Institute of Texas Oversight Committee may not award money under statutory provisions governing the cancer prevention and research fund from August 31, 2020, to August 31, 2022.

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
