BACKGROUND AND PURPOSE
Interested parties contend that ballot propositions should be worded in a way that minimizes confusion among voters. S.B. 467 seeks to require a ballot proposition to substantially submit the question with such definiteness and certainty in identifying the proposition's chief features that the voters are not misled.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 467 amends the Election Code to require a ballot proposition to substantially submit the question with such definiteness and certainty in identifying the proposition's chief features that the voters are not misled.
