AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The Education Code currently provides that a student may be excused from school for up to two days as a junior or senior in order to visit an institution of higher education. S.B. 614 includes visits to a military recruitment center or enlisting in a branch of the armed services in the list of excused absences.

 

As proposed, S.B. 614 amends current law relating to excused absences from public school for the purpose of visiting a military recruitment center.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 25.087(b-2), Education Code, as follows:

 

(b-2) Authorizes a school district to excuse a student from attending school to visit an accredited institution of higher education (IHE) or a military recruitment center for a branch of the armed services of the United States during the student's junior and senior years of high school for the purpose of determining the student's interest in attending the IHE or enlisting in a branch of the armed services, provided that:

 

(1) makes no change to this subdivision; and

 

(2) the district adopts:

 

(A) makes no change to this paragraph; and

 

(B) a procedure to verify the student's visit at the IHE or military recruitment center.

 

SECTION 2. Provides that the Act applies beginning with the 2017-2018 school year.

 

SECTION 3. Effective date: upon passage or September 1, 2017.
