BACKGROUND AND PURPOSE
According to interested parties, a certain subset of students is unable to use the SAT or the ACT as a secondary exit-level test to receive a high school diploma, which compels the maintenance of the secondary exit-level test despite it having been replaced. S.B. 1005 seeks to address this issue by giving the commissioner of education the flexibility to designate an alternate test for these students, thus freeing the commissioner from having to maintain and administer the secondary exit-level test.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
