AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

Trooper Jonathan Thomas McDonald was killed in an on-duty related motor vehicle crash on U.S. Highway 84 in Garza County approximately two miles south of Post, Texas on November 15, 2010.

He grew up in the community of Greenwood, a suburb of Midland, Texas. He graduated from Greenwood High School in 2000 and received a bachelor's degree in business administration and marketing from Texas Tech University in 2005. Jonathan worked for United Supermarkets for five years while attending Texas Tech and preparing for his future. Jonathan had achieved his potential with United Supermarkets and was a manager at the time that he decided to dedicate his life to serving others. In 2008, with the support of his wife and family, he joined the Texas Department of Public Safety (DPS) and became a highway patrol trooper.

Trooper McDonald joined as an intern in January, 2008, and he was accepted to the DPS Academy on September 26, 2008. He graduated from the DPS Academy and was assigned to Post, Texas, as a Texas trooper.

Trooper McDonald is survived by his wife Laura, daughter Kacyn, his parents, and two brothers. S.B. 1099 seeks to amend the Transportation Code by adding Section 225.123 and designating a portion of U.S. Highway 84 in Garza County as the Trooper Jonathan Thomas McDonald Memorial Highway. S.B. 1099 amends current law relating to the designation of a portion of U.S. Highway 84 as the Trooper Jonathan Thomas McDonald Memorial Highway.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.123, as follows:

Sec. 225.123. TROOPER JONATHAN THOMAS MCDONALD MEMORIAL HIGHWAY. (a) Provides that the portion of U.S. Highway 84 in Garza County is designated as the Trooper Jonathan Thomas McDonald Memorial Highway.

(b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to prohibiting TxDOT to design, construct, or erect a marker unless a grant or donation of funds is made), to design and construct markers indicating the designation as the Trooper Jonathan Thomas McDonald Memorial Highway and any other appropriate information and erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

SECTION 2. Effective date: upon passage or September 1, 2017.
