BACKGROUND AND PURPOSE

 

Interested parties suggest that there needs to be greater clarity regarding the designation of certain roads in relation to the issuance of oversize or overweight vehicle permits. S.B. 1291 seeks to clarify the roadways within certain counties, such as Chambers County, on which vehicles issued such permits may operate.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 1291 amends the Transportation Code to change the parts of State Highway 99 included among the roads for which Chambers County may issue an oversize or overweight vehicle permit to authorize the transport of cargo from the frontage road of State Highway 99 between its crossing with Cedar Bayou and its intersection with Interstate Highway 10, including the portion of the frontage road located in the Cedar Crossing Business and Industrial Park, to State Highway 99, including the frontage road of State Highway 99 but excluding any portion of the highway for which payment of a toll is required, between its crossing with Cedar Bayou and its intersection with Interstate Highway 10.

September 1, 2017.
