BACKGROUND AND PURPOSE

 

Interested parties note that there is generally a higher voter turnout for an election held in November than an election held in May. As such, S.B. 1479 seeks to change the date of the board of directors election of the Panola County Groundwater Conservation District to the November uniform election date.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 1479 amends the Special District Local Laws Code to change the date of the board of directors election of the Panola County Groundwater Conservation District from the uniform election date in May of each even-numbered year to the uniform election date in November of each even-numbered year.

 

EFFECTIVE DATE

 

September 1, 2017.
