BACKGROUND AND PURPOSE

 

Interested parties raise concerns over the time public school teachers spend on certain paperwork and reporting requirements. S.B. 1854 seeks to address these concerns by requiring the review of public school district paperwork requirements for the purpose of limiting those requirements.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 1854 amends the Education Code to require each district-level planning and decision-making committee, not less than once each school year, to review paperwork requirements imposed on classroom teachers and to make recommendations to the board of trustees of the public school district regarding the transfer to existing noninstructional staff of a reporting task that can reasonably be accomplished by that staff.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
