BACKGROUND AND PURPOSE

 

Interested parties contend that recipients of the Distinguished Flying Cross medal with Valor deserve special recognition. S.B. 1944 seeks to recognize and honor the service of such medal recipients by allowing their valor status to be indicated on their Distinguished Flying Cross medal specialty license plates.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 1944 amends the Transportation Code to include recipients of the Distinguished Flying Cross medal with Valor among the persons for whom the Texas Department of Motor Vehicles is required to issue Distinguished Flying Cross medal specialty license plates. The bill requires the specialty license plates issued to such a medal recipient that are not personalized to include the letter "V" as a prefix or suffix to the numerals on each plate.

September 1, 2017.
