BACKGROUND AND PURPOSE

 

Interested parties contend that schools implementing blended learning programs in which students receive workforce training in addition to classroom instruction need the flexibility to capture student attendance at various times for purposes of calculating the average daily attendance of those students. S.B. 2084 seeks to address this issue by requiring the commissioner of education to adopt certain rules for that purpose.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that rulemaking authority is expressly granted to the commissioner of education in SECTION 1 of this bill.

 

ANALYSIS

 

S.B. 2084 amends the Education Code to require the commissioner of education to adopt rules to calculate average daily attendance for students participating in a blended learning program in which classroom instruction is supplemented with applied workforce learning opportunities, including participation of students in internships, externships, and apprenticeships. The bill applies beginning with the 2017-2018 school year.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
