BACKGROUND AND PURPOSE
Interested parties note the need to codify and amend the powers and duties of the Meyer Ranch Municipal Utility District of Comal County in order to help the district better serve its local community. S.B. 2292 seeks to achieve this goal.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 2292 amends the Special District Local Laws Code to establish provisions relating to the Meyer Ranch Municipal Utility District of Comal County. The bill grants the district the power to undertake certain road projects, provides for a limitation on the district's power of eminent domain, and provides for compliance with a specified settlement agreement. The bill authorizes the district, subject to certain requirements, to issue obligations and impose a property tax.
