BACKGROUND AND PURPOSE
Interested parties observe that the need for county-run manual labor poor houses and farms became obsolete by the mid-20th century and contend that the Texas Constitution need not provide for such houses and farms. S.J.R. 27 proposes an amendment to the Texas Constitution to repeal provisions authorizing counties to provide for manual labor poor houses and farms.

It is the committee's opinion that this resolution does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.J.R. 27 proposes an amendment to the Texas Constitution to repeal Section 14, Article IX, Texas Constitution, relating to the authorization for a county to provide a manual labor poor house and farm for taking care of, managing, employing, and supplying the wants of its indigent and poor inhabitants.

ELECTION DATE
The constitutional amendment proposed by this joint resolution will be submitted to the voters at an election to be held November 7, 2017.
