A BILL TO BE ENTITLED
 
AN ACT
  relating to public school students evaluated for purposes of
  accountability ratings in certain school districts.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 39, Education Code, is
  amended by adding Section 39.0531 to read as follows:
         Sec. 39.0531.  STUDENTS EVALUATED FOR PURPOSES OF
  ACCOUNTABILITY RATINGS IN CERTAIN SCHOOL DISTRICTS. (a) This
  section applies only to a school district that includes a student
  enrollment of at least 1,000 African American males.
         (b)  Notwithstanding any other law, for purposes of
  evaluating under Sections 39.053(c)(1), (2), and (4) the
  performance of a school district subject to this section and
  campuses in a school district subject to this section, only the
  performance of African American males may be considered.
         (c)  Notwithstanding any other law, for purposes of
  evaluating under Section 39.053(c)(3) the performance of a school
  district subject to this section and campuses in a school district
  subject to this section, only the student academic achievement
  differentials among African American males from different
  socioeconomic backgrounds may be considered.
         SECTION 2.  This section applies beginning with the
  2017-2018 school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
