A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to public school students evaluated for purposes of |
|
|
accountability ratings in certain school districts. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter C, Chapter 39, Education Code, is |
|
|
amended by adding Section 39.0531 to read as follows: |
|
|
Sec. 39.0531. STUDENTS EVALUATED FOR PURPOSES OF |
|
|
ACCOUNTABILITY RATINGS IN CERTAIN SCHOOL DISTRICTS. (a) This |
|
|
section applies only to a school district that includes a student |
|
|
enrollment of at least 1,000 African American males. |
|
|
(b) Notwithstanding any other law, for purposes of |
|
|
evaluating under Sections 39.053(c)(1), (2), and (4) the |
|
|
performance of a school district subject to this section and |
|
|
campuses in a school district subject to this section, only the |
|
|
performance of African American males may be considered. |
|
|
(c) Notwithstanding any other law, for purposes of |
|
|
evaluating under Section 39.053(c)(3) the performance of a school |
|
|
district subject to this section and campuses in a school district |
|
|
subject to this section, only the student academic achievement |
|
|
differentials among African American males from different |
|
|
socioeconomic backgrounds may be considered. |
|
|
SECTION 2. This section applies beginning with the |
|
|
2017-2018 school year. |
|
|
SECTION 3. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2017. |
