A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to requiring certain textbook publishers to offer |
|
electronic textbooks. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter I, Chapter 51, Education Code, is |
|
amended by adding Section 51.456 to read as follows: |
|
Sec. 51.456. ELECTRONIC TEXTBOOKS REQUIRED. (a) Not later |
|
than January 1, 2022, a textbook publisher who offers textbooks for |
|
sale at a college bookstore shall, to the extent practicable, make |
|
the textbooks available for sale wholly or partly in an electronic |
|
format. The electronic version of any textbook must contain the |
|
same content as the printed version and may be copy-protected. |
|
(b) This section does not authorize any use of a textbook or |
|
other instructional materials that would constitute an |
|
infringement of copyright under the Copyright Act of 1976 (17 |
|
U.S.C. Section 101 et seq.). |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2017. |
