        |  | A BILL TO BE ENTITLED | 
      
        |  | AN ACT | 
      
        |  | relating to a study of the uniform election date. | 
      
        |  | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
      
        |  | SECTION 1.  Subchapter A, Chapter 41, Election Code, is | 
      
        |  | amended by adding Section 41.003 to read as follows: | 
      
        |  | Sec. 41.003.  SINGLE UNIFORM ELECTION DATE STUDY.  (a)  No | 
      
        |  | later than January 1, 2018, the secretary of state shall conduct a | 
      
        |  | study and report to the standing committees of the legislature with | 
      
        |  | jurisdiction over election procedures recommendations regarding | 
      
        |  | the feasibility of implementing a single uniform election held in | 
      
        |  | November.  The study shall include an explanation and investigation | 
      
        |  | of: | 
      
        |  | (1)  the experience of jurisdictions, including other | 
      
        |  | states, that have implemented this practice; | 
      
        |  | (2)  the anticipated cost expenditures or savings to | 
      
        |  | the state and counties upon implementation of this practice; and | 
      
        |  | (3)  the anticipated increase or decrease in voter | 
      
        |  | turnout upon implementation of this practice. | 
      
        |  | (b)  This section expires September 1, 2018. | 
      
        |  | 
      
        |  | SECTION 2.  This Act takes effect immediately if it receives | 
      
        |  | a vote of two-thirds of all the members elected to each house, as | 
      
        |  | provided by Section 39, Article III, Texas Constitution. If this | 
      
        |  | Act does not receive the vote necessary for immediate effect, this | 
      
        |  | Act takes effect September 1, 2017. |
