A BILL TO BE ENTITLED
 
AN ACT
  relating to the issuance of peace officer specialty license plates;
  eliminating a fee.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 504.511, Transportation Code, is
  transferred to Subchapter E, Chapter 504, Transportation Code,
  redesignated as Section 504.416, Transportation Code, and amended
  to read as follows:
         Sec. 504.416 [504.511].  PEACE OFFICERS [WOUNDED OR KILLED
  IN LINE OF DUTY]. (a) The department shall issue specialty license
  plates for peace officers [:
               [(1)     a person wounded in the line of duty as a peace
  officer; or
               [(2)     a surviving spouse, parent, brother, sister, or
  adult child, including an adopted child or stepchild, of a person
  killed in the line of duty as a peace officer].
         (b)  License plates issued under this section must include
  the words "To Protect and Serve" above an insignia depicting a
  yellow rose superimposed over the outline of a badge.
         (c)  [The fee for issuance of the license plates is $20.
         [(d)]  In this section, "peace officer" has the meaning
  assigned by Section 1.07, Penal Code.
         SECTION 2.  The change in law made by this Act regarding the
  issuance of license plates by the Texas Department of Motor
  Vehicles applies only to the issuance of license plates by the
  department for a registration period beginning on or after the
  effective date of this Act. For a registration period that begins
  before the effective date of this Act, the department shall issue
  license plates as required by the law in effect immediately before
  the effective date of this Act, and the former law is continued in
  effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2017.
