A BILL TO BE ENTITLED
 
AN ACT
  relating to driver's licenses and personal identification
  certificates issued to legal permanent residents of the United
  States and refugees or asylees lawfully admitted into the United
  States.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 521.101, Transportation Code, is amended
  by adding Subsection (k-1) to read as follows:
         (k-1)  The department shall include on a personal
  identification certificate issued to a person who is a legal
  permanent resident of the United States or refugee or asylee
  lawfully admitted into the United States an indication that the
  certificate is not valid proof of identity for voting purposes.
         SECTION 2.  Section 521.121, Transportation Code, is amended
  by adding Subsection (f) to read as follows:
         (f)  The department shall include on a driver's license
  issued to a person who is a legal permanent resident of the United
  States or refugee or asylee lawfully admitted into the United
  States an indication that the license is not valid proof of identity
  for voting purposes. 
         SECTION 3.  Section 521.142, Transportation Code, is amended
  by amending Subsection (b) and adding Subsection (j) to read as
  follows:
         (b)  The application must include:
               (1)  except as provided by Subsection (j), the
  thumbprints of the applicant or, if thumbprints cannot be taken,
  the index fingerprints of the applicant;
               (2)  a photograph of the applicant;
               (3)  the signature of the applicant; and
               (4)  a brief description of the applicant.
         (j)  An application of a person who is a legal permanent
  resident of the United States or refugee or asylee lawfully
  admitted into the United States must include a complete set of the
  applicant's fingerprints.
         SECTION 4.  The changes in law made by this Act to Sections
  521.101 and 521.121, Transportation Code, apply only to a driver's
  license or personal identification certificate issued or renewed on
  or after the effective date of this Act. A driver's license or
  personal identification certificate issued or renewed before the
  effective date of this Act is governed by the law in effect when the
  license or certificate was issued or renewed, and the former law is
  continued in effect for that purpose.
         SECTION 5.  This Act takes effect September 1, 2017.
