A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to driver's licenses and personal identification |
|
|
certificates issued to legal permanent residents of the United |
|
|
States and refugees or asylees lawfully admitted into the United |
|
|
States. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 521.101, Transportation Code, is amended |
|
|
by adding Subsection (k-1) to read as follows: |
|
|
(k-1) The department shall include on a personal |
|
|
identification certificate issued to a person who is a legal |
|
|
permanent resident of the United States or refugee or asylee |
|
|
lawfully admitted into the United States an indication that the |
|
|
certificate is not valid proof of identity for voting purposes. |
|
|
SECTION 2. Section 521.121, Transportation Code, is amended |
|
|
by adding Subsection (f) to read as follows: |
|
|
(f) The department shall include on a driver's license |
|
|
issued to a person who is a legal permanent resident of the United |
|
|
States or refugee or asylee lawfully admitted into the United |
|
|
States an indication that the license is not valid proof of identity |
|
|
for voting purposes. |
|
|
SECTION 3. Section 521.142, Transportation Code, is amended |
|
|
by amending Subsection (b) and adding Subsection (j) to read as |
|
|
follows: |
|
|
(b) The application must include: |
|
|
(1) except as provided by Subsection (j), the |
|
|
thumbprints of the applicant or, if thumbprints cannot be taken, |
|
|
the index fingerprints of the applicant; |
|
|
(2) a photograph of the applicant; |
|
|
(3) the signature of the applicant; and |
|
|
(4) a brief description of the applicant. |
|
|
(j) An application of a person who is a legal permanent |
|
|
resident of the United States or refugee or asylee lawfully |
|
|
admitted into the United States must include a complete set of the |
|
|
applicant's fingerprints. |
|
|
SECTION 4. The changes in law made by this Act to Sections |
|
|
521.101 and 521.121, Transportation Code, apply only to a driver's |
|
|
license or personal identification certificate issued or renewed on |
|
|
or after the effective date of this Act. A driver's license or |
|
|
personal identification certificate issued or renewed before the |
|
|
effective date of this Act is governed by the law in effect when the |
|
|
license or certificate was issued or renewed, and the former law is |
|
|
continued in effect for that purpose. |
|
|
SECTION 5. This Act takes effect September 1, 2017. |
