A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study on the feasibility of electronic voter |
|
registration and applications for a ballot to be voted by mail for |
|
overseas military personnel. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Chapter 101, Election Code, is amended by adding |
|
Subchapter D to read as follows: |
|
SUBCHAPTER D. FEASIBILITY STUDY OF ONLINE PROCESSES FOR OVERSEAS |
|
MILITARY PERSONNEL |
|
Sec. 101.151. FEASIBILITY STUDY OF ONLINE PROCESSES FOR |
|
OVERSEAS MILITARY PERSONNEL. (a) The secretary of state shall |
|
conduct a study to consider the feasibility of creating an entirely |
|
electronic process for a person eligible for early voting by mail |
|
under Section 101.001(2)(A) or (B) to: |
|
(1) register to vote; and |
|
(2) request an early voting ballot to be voted by mail. |
|
(b) The study must examine what assistance the secretary of |
|
state could provide to counties to facilitate implementation of the |
|
processes described by Subsection (a). |
|
Sec. 101.152. EXPIRATION. This subchapter expires |
|
September 1, 2019. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2017. |
