A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to requirements for the construction of a natural gas |
|
|
pipeline. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter C, Chapter 121, Utilities Code, is |
|
|
amended by adding Section 121.106 to read as follows: |
|
|
Sec. 121.106. ENVIRONMENTAL ASSESSMENT BEFORE CONSTRUCTION |
|
|
OF PIPELINE. A person seeking to construct a pipeline to which this |
|
|
chapter applies may not begin construction of the pipeline unless |
|
|
the person first performs an analysis to identify and assess |
|
|
potential impacts on the natural and human environment that could |
|
|
result from the construction and operation of the pipeline and |
|
|
submits the analysis to the railroad commission in writing. |
|
|
SECTION 2. The changes in law made by this Act apply only to |
|
|
the construction of a pipeline that begins on or after the effective |
|
|
date of this Act. Construction that begins before the effective |
|
|
date of this Act is governed by the law in effect immediately before |
|
|
that date, and the former law is continued in effect for that |
|
|
purpose. |

|
SECTION 3. This Act takes effect September 1, 2017. |
