A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to an agreement between parents and classroom teachers of |
|
public school students. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Chapter 26, Education Code, is amended by adding |
|
Section 26.014 to read as follows: |
|
Sec. 26.014. AGREEMENT STATING RESPONSIBILITIES OF PARENT, |
|
STUDENT, AND TEACHER. (a) Each school district shall develop a |
|
written agreement form for each grade level offered by the |
|
district, including prekindergarten, that states the |
|
responsibilities of: |
|
(1) a student enrolled in that grade level; |
|
(2) the student's parent or guardian; and |
|
(3) each of the student's classroom teachers. |
|
(b) An agreement form adopted under Subsection (a) must be |
|
signed at the beginning of each school year by a student's parent or |
|
guardian and: |
|
(1) the student's primary classroom teacher, if the |
|
student is enrolled at an elementary school grade level; or |
|
(2) one of the student's teachers in a foundation |
|
curriculum subject under Section 28.002, as designated by the |
|
campus principal, if the student is enrolled at a middle school, |
|
junior high school, or high school grade level. |
|
(c) An agreement form adopted under Subsection (a) must |
|
include a space for a student to sign the form, if the student |
|
elects to do so. A student is not required to sign the form. |
|
(d) Each school district shall determine the methods for |
|
enforcing the agreements adopted by the district under Subsection |
|
(a), including any penalties incurred if a teacher, parent, or |
|
guardian refuses to sign the agreement. |
|
SECTION 2. This Act applies beginning with the 2017-2018 |
|
school year. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2017. |
