A BILL TO BE ENTITLED
 
AN ACT
  relating to a study of funding for school district instructional
  facilities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 7, Education Code, is
  amended by adding Section 7.042 to read as follows:
         Sec. 7.042.  INSTRUCTIONAL FACILITIES FUNDING STUDY. (a)
  The agency shall conduct a study of instructional facilities
  funding under Subchapters A and B, Chapter 46, using information
  under Subsection (b) for the 1999-2000 through 2017-2018 school
  years for each school district that, based on the district's
  property wealth per student for the 2015-2016 school year, is
  either in the top 10 percent of districts based on property wealth
  per student or the bottom 10 percent of districts based on property
  wealth per student.
         (b)  In conducting the study, for each district described by
  Subsection (a) and for each school year included in the study, the
  agency shall collect the following categories of information for
  the purpose of analyzing the relationships between the categories:
               (1)  district property wealth per student;
               (2)  demographic information, as determined by the
  commissioner;
               (3)  district interest and sinking fund tax rate and
  yield;
               (4)  total amount of money provided under Subchapter A
  or B, Chapter 46;
               (5)  the number of districts that received funding
  under Subchapter A or B, Chapter 46; and
               (6)  the average amount of money paid per district
  under Subchapter A or B, Chapter 46.
         (c)  The agency shall use the study conducted under this
  section to run instructional facilities finance models for the
  purpose of identifying inequities in the way districts receive
  funding under Chapter 46.
         (d)  The agency shall make recommendations for decreasing or
  eliminating inequities identified under Subsection (c).
         (e)  Not later than December 1, 2018, the agency shall
  provide to the legislature a report that:
               (1)  states the findings of the analysis conducted
  under Subsection (b);
               (2)  includes the results of the finance model runs
  conducted under Subsection (c); and
               (3)  includes the agency's recommendations under
  Subsection (d).
         (f)  This section expires January 1, 2019.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
