A BILL TO BE ENTITLED
 
AN ACT
  relating to the qualifications of the board members of the Texas
  Department of Motor Vehicles.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1001.021(b), Transportation Code, is
  amended to read as follows:
         (b)  Two [Three] members must be persons who hold a dealer's
  license issued under Chapter 2301, Occupations Code, of whom one
  [two] must be a franchised dealer [dealers of different classes]
  and one must be an independent dealer.  One[; one] member must be a
  representative of a manufacturer or distributor that holds a
  license issued under Chapter 2301, Occupations Code.  Two members[;
  one member] must be county [a] tax assessor-collectors.  One member
  must be a member of a county commissioners court.  One 
  [assessor-collector; one] member must be a representative of a law
  enforcement agency of a county or municipality.  One[; and one]
  member must be a representative of the motor carrier industry.  One
  member [The remaining members] must be a public member [members].
         SECTION 2.  The changes in law made by this Act do not affect
  the entitlement of a member of the board of the Texas Department of
  Motor Vehicles serving on the board immediately before the
  effective date of this Act to continue to carry out the board's
  functions for the remainder of the member's term of appointment.
         SECTION 3.  This Act takes effect September 1, 2017.
