A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study and report on the establishment and |
|
implementation of a program that provides financial assistance to |
|
property owners who offer housing to veterans at risk of |
|
homelessness. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) The comptroller of public accounts shall |
|
conduct a study to evaluate the feasibility, methods, and costs of |
|
establishing and implementing a program that provides financial |
|
assistance to property owners who offer housing to veterans at risk |
|
of homelessness. |
|
(b) In conducting the study, the comptroller shall: |
|
(1) evaluate and identify any sources of funding that |
|
might be available to cover the probable cost of the program; |
|
(2) evaluate methods that have been implemented by |
|
other states to provide a similar program; and |
|
(3) identify the state agency or agencies that could |
|
most efficiently implement and administer the program. |
|
(c) Not later than September 1, 2018, the comptroller shall |
|
submit to the legislature a written report on the results of the |
|
study and any recommendations for legislative or other action. |
|
(d) This Act expires September 1, 2019. |

SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2017. |
