A BILL TO BE ENTITLED
 
AN ACT
  relating to permits for certain vehicles being operated in
  connection with a motor sports racing event.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 623, Transportation Code,
  is amended by adding Section 623.0172 to read as follows:
         Sec. 623.0172.  MOTOR SPORTS RACING EVENT PERMIT. (a) In
  this section, "motor sports racing event" means an automobile
  racing event and all activities leading up to that event, including
  administration, testing, practice, promotion, and merchandising,
  that is sanctioned by the Automobile Competition Committee for the
  United States (ACCUS).
         (b)  The department shall issue a permit that allows a person
  to operate over a state highway or road a combination of vehicles
  that exceeds the length limit provided by law if the combination of
  vehicles:
               (1)  does not exceed 85 feet in length; and
               (2)  is being operated:
                     (A)  for personal, noncommercial use; and 
                     (B)  primarily or exclusively in connection with a
  motor sports racing event.
         (c)  A permit issued under this section:
               (1)  is valid for 15 days; and
               (2)  must be carried in the vehicle for which it is
  issued.
         (d)  A person is not eligible for a permit under this section
  if, during the preceding 12 months, the person has been issued a
  permit under this section five or more times.
         (e)  The department may adopt rules necessary to implement
  this section, including rules governing the application for a
  permit under this section.
         SECTION 2.  This Act takes effect September 1, 2017.
