A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring certain school districts to provide public
  school students with Internet connections and devices for home
  Internet access.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 11, Education Code, is
  amended by adding Section 11.181 to read as follows:
         Sec. 11.181.  STUDENT HOME INTERNET ACCESS. If the board of
  trustees of an independent school district adopts a policy that
  allows a teacher to post student homework on the Internet, the
  district must provide students reduced cost Internet connections
  and reduced cost or free devices related to Internet access to allow
  for Internet access at the student's home.
         SECTION 2.  This Act applies beginning with the 2017-2018
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
