A BILL TO BE ENTITLED
 
AN ACT
 
  relating to the issuance of identification documentation for foster
  care youth.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 264, Family Code, is
  amended by adding Section 264.1211 to read as follows:
         Sec. 264.1211.  RECORDS AND DOCUMENTS FOR CHILDREN AGING OUT
  OF FOSTER CARE. The department in cooperation with volunteer
  advocates from a charitable organization described by Subchapter C,
  Chapter 107, and the Department of Public Safety shall develop
  procedures to ensure that a foster child obtains a driver's license
  or personal identification card before the child leaves the
  conservatorship of the department.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
