A BILL TO BE ENTITLED
 
AN ACT
  relating to the repeal of the management-to-staff ratio requirement
  for state agencies.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 2052.103(b), Government Code, is amended
  to read as follows:
         (b)  The report must be made in the manner prescribed by the
  state auditor and include:
               (1)  an annotated organizational chart depicting the
  total number of full-time equivalent employees, without regard to
  the source of funds used to pay all or part of the salary of an
  employee, and the total number of managers, supervisors, and staff
  for each functional area in the state agency; and
               (2)  [the management-to-staff ratio for each
  functional area; and
               [(3)]  a separate organizational chart that summarizes
  the categories of employees in the agency's regional offices
  without regard to the source of funds used to pay all or part of the
  salary of an employee.
         SECTION 2.  Section 651.004, Government Code, is repealed.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
