A BILL TO BE ENTITLED
 
AN ACT
  relating to municipal building regulations that require a license
  for constructing a commercial or residential structures.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter G, Chapter 214, Local Government
  Code, is amended by adding Section 214.221 to read as follows:
         SECTION 214.221.  PROHIBITION TO REQUIRE A LOCAL LICENSE FOR
  CONSTRUCTION OR REMODEL OF A COMMERCIAL OR RESIDENTIAL STRUCTURE.
  (a) A local governmental entity may not require a builder or
  contractor to obtain a local license through ordinance for the
  construction or remodel of a commercial or residential structure.
         SECTION
  A2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
