A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the registration as a lobbyist of persons who make |
|
|
certain political contributions. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 305.003, Government Code, is amended by |
|
|
adding Subsection (d) to read as follows: |
|
|
(d) A person must register with the commission under this |
|
|
chapter if the person makes political contributions, as defined by |
|
|
Section 251.001, Election Code, to a candidate in the preceding |
|
|
calendar year that in the aggregate exceed $10,000. For purposes of |
|
|
this chapter, the candidate to whom the person made contributions |
|
|
is considered to be the member of the executive or legislative |
|
|
branch with whom the person communicated, and the matters that must |
|
|
be disclosed are any matters about which the person communicates |
|
|
with the candidate. This subsection does not apply to a political |
|
|
committee that files reports under Chapter 254, Election Code. The |
|
|
commission shall adopt rules to implement this subsection. |
|
|
SECTION 2. For purposes of Section 305.003(d), Government |
|
|
Code, as added by this Act, political contributions made before the |
|
|
effective date of this Act are not aggregated with political |
|
|
contributions made on or after the effective date of this Act. |
|
|
SECTION 3. This Act takes effect September 1, 2017. |
