A BILL TO BE ENTITLED
 
AN ACT
  relating to a study on public drinking water infrastructure by the
  Texas Commission on Environmental Quality.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 341, Health and Safety
  Code, is amended by adding Section 341.0312 to read as follows:
         Sec. 341.0312.  STUDY ON PUBLIC DRINKING WATER
  INFRASTRUCTURE. (a)  The commission shall study the public
  drinking water infrastructure in this state and provide a
  recommended schedule for improving the infrastructure.  The study
  must examine and provide recommendations regarding:
               (1)  problems with the public drinking water
  infrastructure in this state;
               (2)  potential improvements to or repairs needed for
  the public drinking water infrastructure, including old pipe or
  drainage systems;
               (3)  the effect of the public drinking water
  infrastructure on public drinking water quality; and
               (4)  any improvement to the public drinking water
  infrastructure necessary to ensure public drinking water continues
  to meet the standards required by Section 341.031.
         (b)  Not later than December 1, 2018, the commission shall
  report the results of the study, the commission's findings, and any
  recommendations to the legislature.
         (c)  This section expires September 1, 2019.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
