A BILL TO BE ENTITLED
 
AN ACT
  relating to enrollment of a student in a prekindergarten program
  offered by a public school district.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 
         SECTION 1.  Section 29.153, Education Code, is amended by
  adding Subsections (g) and (h) to read as follows:
         (g)  The commissioner shall adopt a uniform schedule that
  provides the period during which school districts may enroll
  students in a prekindergarten program for the following school
  year. The period for enrollment under the uniform schedule adopted
  by the commissioner must be at least 10 school days. Except as
  provided by Subsection (h), a school district may not enroll a
  student in a prekindergarten program during any other period.
         (h)  A school district may adopt a policy that allows a
  student to enroll after the enrollment period if the student:
               (1)  becomes a resident of the district after the
  enrollment period; and
               (2)  enrolls in the district on or before the 10th day
  after the date the student becomes a resident of the district.
         SECTION 2.  This Act applies beginning with the 2017-2018
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
