A BILL TO BE ENTITLED
 
AN ACT
  relating to notice of the deadline for an application for a place on
  the ballot for the election of and eligibility of directors of the
  Northwest Dallas County Flood Control District.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 7806.052, Special District Local Laws
  Code, is amended to read as follows:
         Sec. 7806.052.  ELIGIBILITY.  To serve as a director, a
  person must[:
               [(1)  own taxable property in the district; or
               [(2)]  be a resident of the district.
         SECTION 2.  Section 7806.105, Special District Local Laws
  Code, is amended by adding Subsection (a-1) to read as follows:
         (a-1)  The district shall provide to each resident by mail
  notice of the deadline for a candidate to file an application for a
  place on the ballot for the election of directors. The notice under
  this subsection must:
               (1)  be sent not later than the third week before the
  deadline for a candidate to file an application;
               (2)  state the deadline for a candidate to file an
  application; and
               (3)  state the time and place of the election.
         SECTION 3.  Section 7806.052, Special District Local Laws
  Code, as amended by this Act, does not affect the current term of a
  member serving on the board of directors of the Northwest Dallas
  County Flood Control District immediately before the effective date
  of this Act. The change in law applies only to a term of a member
  beginning on or after the effective date of this Act.
         SECTION 4.  (a) The legal notice of the intention to
  introduce this Act, setting forth the general substance of this
  Act, has been published as provided by law, and the notice and a
  copy of this Act have been furnished to all persons, agencies,
  officials, or entities to which they are required to be furnished
  under Section 59, Article XVI, Texas Constitution, and Chapter 313,
  Government Code.
         (b)  The governor, one of the required recipients, has
  submitted the notice and Act to the Texas Commission on
  Environmental Quality.
         (c)  The Texas Commission on Environmental Quality has filed
  its recommendations relating to this Act with the governor, the
  lieutenant governor, and the speaker of the house of
  representatives within the required time.
         (d)  All requirements of the constitution and laws of this
  state and the rules and procedures of the legislature with respect
  to the notice, introduction, and passage of this Act are fulfilled
  and accomplished.
         SECTION 5.  This Act takes effect January 1, 2018.
