A JOINT RESOLUTION
  proposing a constitutional amendment prohibiting the governor from
  appointing certain prosecuting attorneys to fill a vacancy of a
  district judge.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 28, Article V, Texas Constitution, is
  amended by adding Subsection (a-1) to read as follows:
         (a-1)  To fill a vacancy in the office of a District Judge,
  the Governor may not appoint a person who within the two years
  immediately preceding the date of appointment prosecuted any
  criminal case in a district court as a District Attorney, Criminal
  District Attorney, County Attorney, or assistant District
  Attorney, Criminal District Attorney, or County Attorney.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2017.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment prohibiting the
  governor from appointing certain prosecuting attorneys to fill a
  vacancy of a district judge."
