R E S O L U T I O N
 
         WHEREAS, A rich and purposeful life drew to a close with the
  passing of Jan Kennady of New Braunfels on August 1, 2016, at the
  age of 79; and
         WHEREAS, The former Jan Westmoreland was born to John and
  Margaret Westmoreland on February 4, 1937, in Smackover, Arkansas;
  she graduated from Alexandria Business College in 1959 and served
  St. John the Divine Episcopal Church in Houston as business manager
  for 16 years; she moved to New Braunfels in 1980 to marry Dr. Donald
  Scott Kennady, and she went on to share more than three decades with
  him before his passing in 2014; Ms. Kennady's life was further
  blessed by the addition of three cherished children, Lisa, Rocky,
  and Vance Lockwood, five grandchildren, and a great-granddaughter;
  and
         WHEREAS, This esteemed civic leader was greatly admired for
  the breadth of volunteer work to which she dedicated much of her
  life; she served as an officer of more than 25 civic, charitable,
  and political organizations and as president of 14 local groups, as
  well as 3 state-level organizations, the Texas Women's Foundation,
  the Texas Academy of Family Physicians Auxiliary, and the Texas
  Federation of Republican Women; moreover, she served as
  parliamentarian for the National Federation of Republican Women,
  and she worked with the Texas Historical Commission to acquire
  funding for the restoration of the Comal County Courthouse; and
         WHEREAS, Ms. Kennady was also deeply involved in local
  government; she spent 12 years as Comal County commissioner for
  Precinct 4 and 3 years on the New Braunfels City Council, and she
  was elected as the city's first female mayor, a position she held
  from 1996 to 1999; and
         WHEREAS, Over the years, Ms. Kennady received more than a
  dozen awards for her philanthropic work, and she was appointed to
  several state-level committees by Texas governors, including the
  Commission on Volunteerism and Community Service; and
         WHEREAS, Although she is deeply missed, Jan Kennady's
  devotion to her family and tireless dedication to her community
  will forever remain a source of inspiration to all who were
  fortunate enough to know her; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby pay tribute to the memory of Jan Kennady and
  extend sincere condolences to all who mourn her passing; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for her family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Jan
  Kennady.
