R E S O L U T I O N
         WHEREAS, Juan F. Garcia retired as the chief of the San Diego
  Police Department in August 2015, drawing to a close a notable
  career in law enforcement that spanned nearly three decades; and
         WHEREAS, Chief Garcia began his exemplary 29-year tenure as a
  peace officer in 1986, when he joined the Duval County Sheriff's
  Department as a reserve deputy; after a brief stint with the Freer
  Police Department, he served with the Alice Police Department from
  1991 to 2003, including five years as that department's Drug Abuse
  Resistance Education (D.A.R.E.) officer; and
         WHEREAS, From 2003 to 2011, Chief Garcia was an investigator
  for the Duval County Sheriff's Department, where he was in charge of
  the tobacco sting program, among other initiatives; he was the
  municipal judge for the City of San Diego from 2007 to 2013, and he
  has also served as the school resource officer at San Diego Junior
  High School; in April 2013, this outstanding law enforcement
  professional became chief of the San Diego Police Department; and
         WHEREAS, Chief Garcia's dedication, professionalism, and
  commitment to protecting the public and preserving the peace have
  greatly benefited the citizens of San Diego and Duval County, and he
  may indeed reflect with pride on a career well spent; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Juan F. Garcia on his retirement as
  chief of police in San Diego and extend to him sincere best wishes
  for continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Chief Garcia as an expression of high regard by the
  Texas House of Representatives.
