R E S O L U T I O N
         WHEREAS, Buster Baldwin is retiring as a Kerr County
  commissioner in December 2016, drawing to a close a quarter-century
  of service to his fellow citizens; and
         WHEREAS, A fourth-generation resident of Kerr County,
  Mr. Baldwin was born in Fredericksburg and attended schools in Hunt
  and Kerrville; he began his career in public service as a member of
  the Hunt school board in 1982, and in 1984 he served as district
  office director for U.S. Representative Tom Loeffler; he was first
  elected to the commissioners court from Precinct 4 in 1987 and
  served until 1991, when he was appointed district office director
  for Texas state representative Harvey Hilderbran, a post he held
  until 1996; and
         WHEREAS, Since 1997, Mr. Baldwin has represented Precinct 1
  on the commissioners court, and over the course of his exemplary
  24-year tenure, he played a leading role in the renovation of the
  courthouse annex and the creation of new district courtrooms, as
  well as in the renovation of the Turtle Creek School, improvements
  to the Hill Country Youth Event Center, and the recent passage of a
  bond to renovate the county jail; and
         WHEREAS, Mr. Baldwin has also represented Kerr County on the
  Alamo Area Council of Governments, and he has served as president of
  the South Texas County and West Texas County Judges and
  Commissioners Associations and as a board member of the Texas
  Association of Counties; and
         WHEREAS, In all his endeavors, Mr. Baldwin has enjoyed the
  love and support of his wife of 44 years, Deborah Jo Baldwin, as
  well as that of his children, Bonnie Jo and Jesse; and
         WHEREAS, Mr. Baldwin's dedication and commitment to public
  service have greatly benefited the people of Kerr County, and he may
  indeed reflect with pride on a career well spent as he embarks upon
  the next exciting chapter of his life; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Buster Baldwin on his retirement
  from the Kerr County Commissioners Court and extend to him sincere
  best wishes for continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Baldwin as an expression of high regard by the
  Texas House of Representatives.
