R E S O L U T I O N
         WHEREAS, Dr. Fred Farias III of McAllen won national
  recognition in 2016 with his selection as Optometrist of the Year by
  the American Optometric Association; and
         WHEREAS, The AOA honored Dr. Farias for his years of service
  to his patients, his profession, and to the public at large; a
  graduate of the Southern College of Optometry, he is the CEO of
  20/20 Vision Care in McAllen, where he is a therapeutic optometrist
  specializing in glaucoma; and
         WHEREAS, Dr. Farias has served as president of the Rio Grande
  Valley Optometric Society and the Texas Optometric Association,
  which named him the state's Optometrist of the Year in 2015; he has
  been an AOA Keyperson for more than two decades and has worked with
  the association's Federal Legislative Action and Keyperson
  Committee; Governor Rick Perry appointed him to the Texas Optometry
  Board from 2001 to 2007, and more recently, Governor Greg Abbott
  appointed him to the Texas Higher Education Coordinating Board; and
         WHEREAS, This caring professional has been the state
  coordinator for Vision USA, which offers free eye care to
  low-income individuals, and he has also volunteered with InfantSEE,
  which provides no-cost eye assessments for infants; he is also a
  charter member of the Optometry Cares Society, and he has sponsored
  vision screenings for underserved communities in South Texas; and
         WHEREAS, For three decades, Dr. Fred Farias has provided
  expert and compassionate care to his patients and become both a
  state and national leader in his profession, and he is truly
  deserving of this prestigious award from his peers; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Dr. Fred Farias III on being named
  2016 Optometrist of the Year by the American Optometric Association
  and extend to him sincere best wishes for continued success; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Farias as an expression of high regard by the Texas
  House of Representatives.
