R E S O L U T I O N
         WHEREAS, David U. Flores retired as Williamson County auditor
  on February 28, 2017; and
         WHEREAS, A graduate of Texas A&I University in Kingsville,
  Mr. Flores worked as a teacher and a merchant before beginning his
  career in public service as the auditor for Dimmit County in 1980;
  in January 1989, he was sworn in as the Williamson County auditor,
  an office he occupied for nearly three decades; and
         WHEREAS, Over the course of his exemplary tenure, Mr. Flores
  has maintained oversight of the financial books and records for all
  officers of Williamson County, and he also managed the county's
  purchasing from 1989 to 2005; under his outstanding leadership, the
  county's general fund grew to more than $80 million and its bond
  rating went from having a low investment grade to receiving the
  highest possible rating of AAA in 2010; and
         WHEREAS, This esteemed Texan's contributions have earned
  Williamson County numerous recognitions, including two County Best
  Practices awards from the Texas Association of Counties Leadership
  Foundation, an Achievement of Excellence in Procurement award from
  the National Procurement Institute, and the 2014 Louisville Award
  for Innovation in Government Finance, the highest honor from the
  Government Finance Officers Association of the United States and
  Canada; moreover, he was personally recognized with the Jerry Ware
  Leadership Award from the Texas Association of County Auditors in
  2000; and
         WHEREAS, Mr. Flores has also shared his time and talents as a
  trustee for the Texas County and District Retirement System, as a
  board member of the Texas Association of County Auditors, as chair
  of the Investment Committee for the Texas Association of Counties,
  and as a member of the Williamson County Investment Committee; and
         WHEREAS, Through his tireless dedication and capable
  leadership, David Flores has made a positive and lasting difference
  in Williamson County, and it is indeed a pleasure to commend him on
  his many years of service; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate David U. Flores on his retirement
  as Williamson County auditor and extend to him sincere best wishes
  for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Flores as an expression of high regard by the Texas
  House of Representatives.
