R E S O L U T I O N
 
         WHEREAS, In recognition of his many contributions to the
  economic development and overall prosperity of South Texas, the
  Honorable Eddie Lucio Jr. has been named the Border Texan of the
  Year for 2017; and
         WHEREAS, A former two-term member of the Texas House of
  Representatives, Eddie Lucio was elected to the Texas Senate in
  1991 and currently has the distinction of being
  the third-longest-serving member of that chamber; he chairs the
  Senate Committee on Intergovernmental Relations, serves as vice
  chair of the Senate Committee on Education, and is also a member of
  committees focusing on border security, state affairs, and veterans
  affairs; in years past, Senator Lucio held a seat on the powerful
  Senate Finance Committee, during which time he worked to allocate
  state funds for infrastructure needs in South Texas and
  successfully secured the designation of the region's first
  interstate highways; and
         WHEREAS, Throughout his time in the legislature, Senator
  Lucio has been a champion for health care for children with
  disabilities, for equity in public schools, and for veterans'
  issues; he has played a prominent role in improving access to higher
  education in the Rio Grande Valley, having promoted legislation
  that successfully created colleges and universities across the
  region, notably The University of Texas Rio Grande Valley and its
  four-year school of medicine; and
         WHEREAS, Born and raised in Brownsville, Eddie Lucio
  Jr. graduated from Pan American University with a bachelor's degree
  in education and worked as a teacher and coach before serving 12
  years in county government; he is supported in all his endeavors by
  his wife of 49 years, Minnie, and their two children, Lynda and
  Eddie, as well as their five grandchildren; and
         WHEREAS, With his selection as the Border Texan of the Year,
  Senator Lucio joins an elite group of public servants who, through
  their leadership and advocacy, have immeasurably enhanced the
  quality of life in South Texas, and he may reflect with pride on all
  that he has accomplished in behalf of his constituents; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Senator Eddie Lucio Jr. on being
  named the 2017 Border Texan of the Year and extend to him sincere
  best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Senator Lucio as an expression of high regard by the
  Texas House of Representatives.
