R E S O L U T I O N
         WHEREAS, A life made rich through personal and professional
  achievements drew to a close with the passing of Francis Michael
  Young of Waco on May 1, 2016, at the age of 86; and
         WHEREAS, Born to John and Anna Young on January 13, 1930, in
  Tours, F. M. Young grew up in Speegleville, where he attended local
  schools; skilled in both business and engineering, he went on to
  become a titan in the construction industry, transforming his
  company, Young Construction Co., into one of the top highway
  contractors in Texas; moreover, he helped create cutting-edge
  technology, including the first computerized concrete plant and
  dump trucks with multiple axles, and he played a key role in
  planning a 1,400-home country club subdivision in College Station
  and in developing the popular Brazos Queen II paddleboat; and
         WHEREAS, Mr. Young was active in a number of professional
  organizations, serving as president of the Texas Highway, Heavy,
  Utilities and Industrial Branch of the Associated General
  Contractors of America and on the boards of the National Asphalt
  Pavement, the Texas Hot Mix Asphalt Pavement, and the Texas Good
  Roads Associations; and
         WHEREAS, Dedicated to his community, Mr. Young gave freely of
  his time and talents to the Waco Boys Club, the Greater Waco Chamber
  of Commerce, the Baylor/Waco Foundation, and the TSTI Development
  Foundation; in addition, he lent crews and equipment to nonprofit
  groups and made generous donations to Reicher Catholic High School
  and St. Louis Catholic School, for which he received an Education
  Service Award from the Diocese of Austin; his wide-ranging efforts
  also earned him a place as a Business Legend in the Texas Business
  Hall of Fame; and
         WHEREAS, In all his endeavors, Mr. Young enjoyed the love and
  support of his wife, the former Gloria Davis, and their four
  children; with the passing years, he was further blessed with eight
  grandchildren; and
         WHEREAS, A devoted family man, an engaged citizen, and an
  admired business leader, F. M. Young leaves behind a record of
  service that will long resonate in the Waco community and beyond;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby pay tribute to the life of Francis Michael Young
  and extend sincere condolences to his relatives and friends; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of F. M.
  Young.
