R E S O L U T I O N
 
         WHEREAS, Captain Elvin Bates has been named the 2017
  Prevention Officer of the Year by the Corpus Christi Fire
  Department; and
         WHEREAS, Captain Bates began his career with the Corpus
  Christi Fire Department in 1968, and over the years, he has rendered
  outstanding service to his community, which now boasts a population
  of more than 320,000 and encompasses an area extending across 170
  square miles; and
         WHEREAS, During his 45-year tenure with the department,
  Captain Bates has been instrumental in the development of the
  Corpus Christi Hazardous Materials Unit, of which he was a founding
  member; in 2009, he joined the Fire Prevention Bureau, whose
  mission includes educating the public about fire safety measures,
  and he has spent countless hours making sure homes in the community
  are properly outfitted with working smoke detectors; and
         WHEREAS, Captain Elvin Bates has proven himself to be an
  exemplary member of his profession, and he may indeed reflect with
  pride on the vital part he plays in ensuring the safety and welfare
  of the citizens of Corpus Christi; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Captain Elvin Bates on his
  selection as the Corpus Christi Fire Department's 2017 Prevention
  Officer of the Year and extend to him sincere best wishes for
  continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Captain Bates as an expression of high regard by the
  Texas House of Representatives.
