R E S O L U T I O N
         WHEREAS, Rio Grande Valley natives Sam and Ricco Garcia
  achieved rare success with a self-published book, How a Goat Was
  Elected Mayor and the Political Spring That Followed; and
         WHEREAS, Hours after learning the surprising results of the
  2016 presidential election, the Garcia brothers began researching
  past political upsets; their book debuted on February 22, 2017, and
  quickly became the top seller on Amazon in both the Local U.S.
  Politics and Communication Policy categories; and
         WHEREAS, The book examines numerous unexpected victories,
  including those of Donald J. Trump, Jesse Ventura, Barack Obama,
  and the titular goat, Clay Henry, who was legitimately elected
  mayor of the West Texas town of Lajitas; it also addresses the
  historic rise of Mexico's National Action Party, which ended nearly
  nine decades of dominance by its opponent; and
         WHEREAS, Both graduates of The University of Texas at Austin,
  Ricco Garcia also holds a law degree from the University of Houston,
  while Sam Garcia is currently a law student at Harvard; Sam Garcia
  previously wrote How Goats Can Fight Poverty: Complex Problems Do
  Not Always Need Complex Solutions; the founder of the Sustainable
  Dairy Goat Initiative, a student-run nonprofit organization, he
  can claim boyhood experience in goat herding, thanks to his father,
  a defense attorney, who once accepted a herd in payment for legal
  work; and
         WHEREAS, Sam and Ricco Garcia have published an interesting
  and insightful book that has found an audience eager for
  information about the political process, and these talented young
  authors may no doubt look forward to further career achievements;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Sam and Ricco Garcia on the success
  of their first joint book and extend to them sincere best wishes for
  the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the Garcia brothers as an expression of high regard by
  the Texas House of Representatives.
